Hanoi People’s Committee has just directed on solutions to remove some problems related to planning procedures for construction of industrial clusters in areas outside the urban development scope in the city.
Specifically, in case 1 (with 2 conditions), the industrial cluster is included in the construction planning (urban planning) and in the Hanoi industrial cluster development plan. In this case, the city assigns the People’s Committees of districts and towns to approve the detailed planning and collect the unanimous opinion of the Department of Planning and Architecture.

Case 2 (with 1 of 2 conditions), the industrial cluster is included in the plan (urban planning) but not in the Hanoi industrial cluster development plan or vice versa. In this case, the city assigns the Department of Industry and Trade to chair with the Department of Planning and Architecture to review each specific case and report to the city for consideration and decision.
Case 3 (no conditions are met), the industrial cluster is not included in the construction planning (urban planning) and the Hanoi industrial cluster development plan. In this case, the current status of the existing industrial cluster remains (for a definite period), gradually relocating or converting functions according to the approved General Planning of the Capital.
The City People’s Committee assigns the Department of Planning and Architecture to preside over and coordinate with the Department of Industry and Trade and the departments, branches, People’s Committees of relevant districts, towns, on the basis of identifying and classifying industrial clusters according to 3 schools. In accordance with above, resolve planning, investment and land procedures according to functions and authority, and report to the City People’s Committee according to regulations.
It is known that Hanoi currently has 70 operating industrial clusters, which were formed before the effective Decree No. 68/2017 / ND-CP dated May 25, 2017 of the Government on management and development of industrial clusters. force. The total area of industrial clusters according to current status is 1,330ha, has attracted 3,864 households and enterprises to invest in production and business with about 57,255 employees, total registered investment capital is 7,400 billion VND, total revenue collected nearly 7,000 billion.
Among these, there are 3 concentrated industrial clusters, including Chuong My industrial cluster of 50ha wide; Son Tay industrial cluster is 70ha wide; Phuc Tho industrial cluster is 55ha wide.
